dc.description.abstractThe Fund for the Maintenance and Development of Basic Education and the Valorization of Education Professionals (Fundeb) is an important public policy for financing basic public education throughout Brazil, since its purpose is to guarantee resources for all municipalities, for the remuneration of basic education professionals and also for investment, maintenance and development of teaching, in other words, for the infrastructure of public schools. This paper analyzes Fundeb in the municipalities that make up the Rio Vermelho Microregion: Araguapaz, Aruanã, Britânia, Faina, Goiás, Itapirapuã, Jussara, Matrinchã and Santa Fé de Goiás. In this sense, the research sought to verify the role of public policies in the rule of law. Is the state fulfilling its role of investing equally in all these municipalities? Is there a reduction in regional inequalities in terms of the poverty index in the most vulnerable municipalities? Therefore, the general objective is to analyze the Fund in the Rio Vermelho Microregion in terms of transfers, as well as whether the specific objectives are correlated with the minimum investment per student, whether the fund was able to promote equitable distribution and how these resources were distributed to the municipalities mentioned above. A booklet will also be produced to share information and support teachers' and students' local and regional knowledge. In terms of methodology, the dissertation presents a qualitative study, verifies the role of the state in investing in education through theoretical and conceptual discussion, also analyzes the current investment fund policy proposal and, subsequently, carries out a survey of socio-economic data and investments in education in the defined spatial area. Finally, it examines the relationship between Fundeb investments and the concentration of wealth and the existence of higher poverty rates in the municipalities of the Rio Vermelho Microregion as a way of comparing the national study and the region in question. The data collected shows a continuity in the process of unequal distribution of transfers, since the municipalities that collect the most in the Rio Vermelho micro-region are also the ones with the lowest levels of poverty, and the municipalities with the lowest transfers have a higher level of poverty and lower levels of development. This data reinforces the existence of challenges in advancing an equal education investment policy, especially considering the role of the state as a guarantor of rights and social justice. In order to reduce these inequalities, it is necessary to carry out a study by region, checking local inequality indices in order to allocate more resources to these municipalities. In this way, this educational policy would become an equitable and sustainable policy.
dc.description.resumoO Fundo de Manutenção e Desenvolvimento da Educação Básica e de Valorização dos Profissionais da Educação (Fundeb) é uma relevante política pública de financiamento da educação básica pública em todo o Brasil, visto que sua destinação é a garantia de recursos para todos os municípios, para remuneração dos profissionais da educação básica e, também, para investimento, manutenção e desenvolvimento do ensino, ou seja, para a infraestrutura das escolas públicas. O presente trabalho realiza uma análise do Fundeb nos municípios que compõem a Microrregião do Rio Vermelho: Araguapaz, Aruanã, Britânia, Faina, Goiás, Itapirapuã, Jussara, Matrinchã e Santa Fé de Goiás. Nesse sentido, a pesquisa buscou verificar o papel das políticas públicas no Estado de direito. Desse modo, o Estado cumpre seu papel de investir com igualdade em todos esses municípios? Há redução das desigualdades regionais no que concerne ao índice de pobreza nos municípios mais vulneráveis? Assim sendo, o objetivo geral é a análise do Fundo na Microrregião do Rio Vermelho no que tange aos repasses, bem como se os objetivos específicos estão correlacionados com o investimento mínimo por aluno, se o fundo foi capaz de promover a distribuição de maneira equitativa e de que modo estavam distribuídos os repasses desses recursos aos municípios supracitados. Também se elabora uma cartilha para compartilhamento de informações para apoiar o conhecimento local e regional dos docentes e discentes. Como metodologia, a dissertação apresenta um estudo qualitativo, verifica o papel do Estado no investimento da educação por meio de discussão teórica e conceitual, analisa também a proposta da política do fundo de investimento atual e, posteriormente, realiza levantamento de dados socioeconômicos e de investimentos em educação no recorte espacial definido. Por fim, aprecia as relações entre os investimentos do Fundeb e concentração de riqueza e existência de índices maiores de pobreza nos municípios da Microrregião do Rio Vermelho como forma de comparar o estudo nacional e a região em questão. Os dados coletados apontam uma continuidade no processo de distribuição desigual dos repasses, pois os municípios que arrecadam mais na Microrregião do Rio Vermelho são também os que apresentam menor grau de pobreza, e os municípios com menor repasse têm maior situação de pobreza e índices de desenvolvimento também menores. Tais dados reforçam a existência de desafios para avançar em uma política igualitária de investimento em educação, especialmente considerando o papel do Estado como garantidor de direitos e justiça social. Necessário se faz para reduzir essas desigualdades um estudo por região, verificando os índices das desigualdades locais para alocar mais recursos nesses municípios. Assim, essa política educacional se tornaria uma política equitativa e sustentável.
