It analyzes the evolution of the improvement of traditional planning until reaching the strategic planning typical of the private sector and which began to be used intensively in the public sector. It explains the relevance of fiscal, monetary and exchange rate policy in national and regional socioeconomic development and how the fiscal and extra-fiscal functions of taxes contribute to inducing economic activities, but more than the intention of inducing the economy, the measurement of their results is imposed. It studies the exchange rate policy to stimulate exports and control imports and the level of internal prices as it is relevant to the balance of payments equilibrium and stimulus to the inflow of capital into the country and that much of the success in monetary stability came from the change in the exchange rate regime that went from a fixed to a floating exchange rate. It investigates the role of innovation in processes, products and services encouraged starting from financial investments and research by the Public Authorities and cooperation with the private sector. The article shows how the use of exemptions, subsidies and grants are essential for economic and social development, but when applied incriminately in all sectors, they can discourage innovation. The article also addresses the evolution of the concept of development until it reached the construction of sustainable development thinking and practices, analyzing its components and detailing them based on the sustainability goals established by the UN and the stage at which they are in Brazil, based on pertinent bibliography and statistical data from government agencies and specialized entities. Thus, this research demonstrates that inductive planning, fiscal, monetary and exchange rate policies were important for socioeconomic stability and how the sustainable development goals, including innovation, have been achieved; all these instruments have contributed to greater productivity, development and stability in the country.ptPlanejamentoFomento empresarialConstituição econômicaPlanejamento indutor e fomento ao desenvolvimento sustentável
