First was realized a literature review about knowledge management, cultural elements that provide its realization and the characteristics of management in the public sector. Knowledge management involves a systematic characterized by the creation, retention and knowledge sharing, and the organizational culture must be favorable and aligned to the actions performed. An exploratory-descriptive study was realized to know the cultural aspects of the organizational environment and practices of knowledge management in the institution studied, as well as to understand the importance of knowledge and learning for individuals and organizations and the benefits and contributions that an culture based on knowledge creation can provide to public organizations. To achieve the goals used as methodology an analysis model relating the cultural dimension with the elements of creation, retention and sharing of knowledge through three stages: social network analysis, interviews with managers and servers and questionnaire. From what has been studied and analyzed, it can be concluded that considering the structure, resources, artifacts, values, beliefs and ways of acting and thinking, the institution has an organizational culture that offers favorable conditions for knowledge management initiatives, even not having structured actions for this purpose. Thus, we suggest the creation of an initial model that includes those elements converging with the actions of knowledge management, with the inclusion of specific projects for improvement and adjustment of those elements considered disabled.ptGestão do conhecimentoCultura organizacionalSetor público
