Goiânia (GO), 2017. 100 flhttps://repositorio.unialfa.com.br/handle/123456789/245The present work was based on the study of sustainable public procurement practices within the Federal Public Administration with the purpose of encouraging the search for an ecologically sustainable environment for the present and future generations. Thus, the question that motivated the present research was: How does the Instituto Federal Goiano understand and consider the obligations regarding the applicability of the sustainability criteria in its public purchases? In view of the research problem presented, the present work aims to analyze the implementation of Sustainable Public Procurement in the Instituto Federal Goiano, seeking to identify the managers' understanding, as well as the application of established norms for the implementation of sustainable public procurement; To identify actions and strategies related to sustainable public procurement; To verify the favorable and unfavorable factors that influence the implementation of sustainable public purchasing practices. To achieve these objectives, a Case Study was carried out with the application of a survey questionnaire with the 5 most representative campuses of the IF Goiano, as well as the Rectory, using a descriptive analysis, and verifying a central tendency measure (mean and standard deviation). With the results obtained in the research, it was possible to verify the understanding of the administrative staff on what concerns the norms for the implementation of the sustainable public purchases, and we could observe that almost half of those who work in activities related to purchases and contracting did not participate in events related to training courses on Sustainable Public Procurement. And that, in general, these workers‘ knowledge level varies from low to reasonable regarding the application of the standards established for the implementation of sustainable public procurement. As for the identification of actions and strategies related to sustainable public procurement implemented by the Instituto Federal Goiano, most of the servers do not have an opinion about the level of implementation of IN 01/2010. In relation to the use of sustainability criteria regarding the objects of bidding, the servers "almost never use it"; As for the types of sustainability criteria and the frequency with which they are used, the administrative staff "almost always use it". Regarding procurement and contracting practices at the IF Goiano, most of its workers "partially agree" with procurement procedures and practices. Finally, they consider that factors such as "Individual commitment of those involved in the procurement process," "Empowering those involved in the procurement process," and "Top management support," facilitate sustainable procurement and procurement practices. However, referring to the factors that hinder sustainable procurement practices, the interviewed workers tend to consider factors such as "Price / cost condition involved", "Market culture" and "Current level of training and training of those involved "Hinder sustainable purchasing and hiring practices at the institution.
