O mínimo existencial à moradia e a importância da sua regulação econômica na busca do desenvolvimento: um estudo do programa ¿Pra Ter Onde Morar¿ do estado de Goiás. Goiânia (GO), 2025. 116 f Dissertação (Mestrado Profissional em Direito Constitucional Econômico) - Centro Universitário Alves Faria, 2022.https://repositorio.unialfa.com.br/handle/123456789/595The research investigates whether the housing program "Pra Ter Onde Morar" (To Have a Place to Live), implemented by the Government of Goiás, complies with the vector of minimum subsistence applicable to the economic order, guaranteeing the right to housing and promoting social development and reducing regional inequalities. The main objective is to evaluate the adequacy of the program to the principles that govern the economic order, based on a bibliographic and documentary analysis, including data from the IBGE and AGEHAB. The methodology consists of a documentary study, focused on projects and reports from the Government of Goiás, as well as national regulations. After conceptualizing basic terms, the study sought to identify the right to housing in the national context before discussing housing policies in Goiás. The conclusions indicate that, although the program largely meets the constitutional requirements, there are possible flaws in the registration and monitoring of beneficiaries, as well as the exclusion of intermediate income groups. Despite this, the program is effective in what it proposes, mainly due to its capillarity, transparency, and participatory management. The research suggests improvements in the control of beneficiary selection, which is done based on the CadÚnico registry, and integration with other social policies.ptOrdem EconômicaConstituição econômicaPolíticas habitacionaisMínimo ExistencialO mínimo existencial à moradia e a importância da sua regulação econômica na busca do desenvolvimento
