It is based on the recognition of the ex-offender as a subject of rights and investigates how public policies and institutional programs shape individual trajectories and collective dynamics in territories marked by vulnerabilities. The research adopts an exploratory-descriptive design with triangulation of bibliographic review, documentary analysis, and public indicators (official series), combined with descriptive statistical analysis and integrated interpretation of findings. The empirical scope covers 2010–2025, with emphasis on initiatives such as the Projeto Resgatar, the Social Office of Goiânia, and the APAC in Paraúna. The results indicate the coexistence of structural obstacles (overcrowding, institutional fragility, and stigmatization) with arrangements capable of articulating professional training, productive inclusion, and social support. Although still limited in scale, these experiences suggest the possibility of shifting reintegration from a strictly penal field to one that strengthens community cohesion and stimulates regional economic dynamics. The study concludes that effectiveness requires institutionalization of permanent practices, long-term monitoring, and intersectoral coordination, consolidating reintegration as a strategic dimension of sustainable development.
