Based on the literature over strategic planning and public administration, one sought the theoretical framework of characteristics and problems in the strategic planning usage. The data were collected through a likert scale questionnaire with the Agency managers, in addition to bibliographic research, inquiry to periodical articles listed at CAPES Periodical Portal and content analysis at CAPES formal strategic planning. As an analysis result, it has been evinced that besides the problems inherent to the process, there were flaws in each stage of it resulting in the tool unfamiliarity and in the lack of control and monitoring effectiveness.ptPlanejamento estratégicoOrganizações públicasGestão pública
