It starts from the understanding that gender-based violence transcends the private sphere and constitutes a historical obstacle to gender equality and social justice, with direct impacts on the social, economic, and institutional organization of territories. The research develops a historical and institutional analysis of the fight against violence against women in Brazil, highlighting the period prior to the Maria da Penha Law, marked by state omission, normative fragility, and statistical invisibility. It also examines Law No. 11.340/2006 as a fundamental legal milestone in redefining domestic and family violence as a public problem and a violation of human rights, highlighting its normative advances and the persistent challenges to its effective implementation. In the regional context, the study discusses the relationship between gender, citizenship, and regional development, focusing on the State of Goiás, highlighting the role of public policies, justice institutions, and protection networks in promoting gender equality and internalizing actions to combat violence. The analysis demonstrates that combating violence against women contributes to strengthening social cohesion, expanding access to rights, and building more just and inclusive territories.
