The research begins with the Goiás paradox, in which the state demonstrates significant macro-level sustainability potential, evidenced by the Forest-Saving Effect, meaning the conservation of millions of hectares of native vegetation due to high productivity. However, the effectiveness of environmental legislation at the level of rural properties remains uneven. The study critically addresses the tensions arising from the obligations related to Permanent Preservation Areas (APP) and Legal Reserves (RL), examining how asymmetries in compliance capacity and institutional gaps undermine productive sustainability in the Cerrado biome. A qualitative methodology was adopted, combining normative analysis, interpretation of secondary data and document analysis based on two case studies: a small agroecological property (Sítio Piancó) and a large-scale farm (Fazenda Reunidas Belmonte). The results demonstrate that the capacity for regulatory compliance is deeply unequal, and governance asymmetry represents the main barrier to realizing the potential of land sparing. While the large property internalizes legal compliance as a technological and managerial asset, the small property, despite its high ecological performance, faces structural obstacles related to technical assistance and credit that prevent full regularization. The study concludes that it is imperative to develop environmental governance strategies that align productivity and conservation potential with legal certainty and productive equity, filling the gap between macro-level performance and micro-territorial challenges.ptGovernança ambientalReservas legaisAreas de preservação permanente (APP)Agronegócio goiano
