In Brazil, the main model for regulating economic activities, through regulatory agencies, has generated controversy regarding its effectiveness, especially in view of increasingly diversified demands. In this context, the research seeks to analyze state regulation, examining the forms of state intervention in the economy, to identify the need for new forms of regulation, discussing the adoption of polycentric management and the advantages of self-regulation. It is observed that regulation, through state agencies, faces technical, legislative and political difficulties. Thus, the research suggests the adoption of a multifaceted regulatory model, with the participation of various actors in the creation of standards, allowing the application of other forms of regulation. The research uses a theoretical approach based on contributions from renowned authors, organized in three chapters. The first chapter analyzes regulation in the Democratic State of Law and its manifestations; the second addresses regulation as a form of state intervention in the economy, focusing on regulatory agencies; and the third discusses the challenges of regulation in a globalized and diversified world, which requires new legal instruments for public management, such as self-regulation. In the end, the work concludes that it is necessary to abandon the traditional model of regulation based on "command and control", in favor of a new regulatory and governance model that is more inclusive and adaptable to the diverse needs of the market.
