Small and medium sized companies do not get the capital and time needed to invest in innovation, as it demands research, qualification of people, capital, time and risk. In this sense, the State, through an institutional structure, has presented itself as fundamental in promoting innovation activities in different sectors and projects, of different scales, including for large companies, more focused on immediate demands than on long-term investments and high risk. In Brazil, Innovation-Promoting Environments, including Higher Education Institutions (HEIs), comprise Innovation Ecosystems and Entrepreneurship Generation Mechanisms and form what can be understood as an innovation system. Under these assumptions, this work presents the general objective of studying the role of the State and its institutional influence for innovation in Brazil. As specific objectives are presented (1) Knowing the Brazilian state in the promotion of innovation; (2) Analyze the panorama of innovation in Brazil; (3) To verify the moderating effect of the Brazilian State, through the innovation structure of the Federal University of Goiás (CEI/UFG). The study is structured in basic research, with an exploratory objective, a quali-quantitative approach and a hypothetical-deductive method to analyze the importance of innovation, the role of the State in innovation and state instruments created to support the creation of a Brazilian innovation system.ptInovaçãoAmbientes inovadoresFomento estatal
