Políticas públicas de fomento, por meio do BNDES, às micro, pequenas e médias empresas em contraposição ou manutenção dos Oligopólios?. Goiânia (GO), 2025. 78 f Dissertação (Mestrado Profissional em Direito Constitucional Econômico) - Centro Universitário Alves Faria, 2025.https://repositorio.unialfa.com.br/handle/123456789/614Public development policies are essential for the economy because, by providing resources and incentives to support econômica agentes, they promote social transformation, minimize social and regional inequalities, and boost the country’s socioeconomic development. In Brazil, policies to promote micro, small, and médium-sized companie through the BNDES, although they have grown over the years, have not yet reached na ideal level, mainly because their focus is on large companies. This situation ends up contributing to the maintenance of the oligopoly structure in Brazil, which tends not to be beneficial to the consumer. Thus, we will addres the role of the State as a normative agente in its development function, subject to the legal administrative regime ande the dictates of the economic order. In addition, we will discuss the importance of BNDES role in public developmente poicies, as well as the participation of other development agentes in the country. We sill briefly explain the concepto f olilgopoly and the reality of this Market structure, which intensified in the country from the 1990s onwards. Afterwards, we sill outline a historical overview of BNDES since its inception, defining its objectives adn structure. Based on each economic contexto in the country since 1990, we will describe the industrial policies of each government and the role of BNDES in favoring large companies operating in the low and low-medium technology sectors, especially between 2008 and 2016, a período marked by the adoption of the unofiicial “national champions” policy. Next, it will be demonstrated how the specific financial support policies for MSMEs by BNDES, although they have increased over the years, are still timid, also highlighting the difficulties these companies have in remaining in the competitive Market. Finally, it will be highlighted the importance of defining solutions to increase the percentage of financial support to MSMEs, including strategies to mitigate their biggest problem: lack of guarantees for financiang approval, considering that this segment representes 93,6% of companies in the country and contributes significantly to job creation and the promotion of a more competitive Market, which is esssential to reduce the economic concentration of oligopolies in Brazil.ptPolíticas PúblicasFomentoOligopólioConstituição BNDESPolíticas públicas de fomento, por meio do BNDES, às micro, pequenas e médias empresas em contraposição ou manutenção dos Oligopólios?
