It means filling of the urban space on the margins of regulatory frameworks, not looking at the minimum standard of infrastructure, or other problems. This is not just about an urbanistic problem, this affect human rights, like dignity, like right to a house, like the social function of propriety , and the efficiency of public administration. The regularization of the urban land consists in a group of legalregistry, urbanistic, social, and environment measures, tending to solve this problem. The goal’s research is investigate the irregular occupation of the urban land and the process of urban land regularization of “São Simão (GO)”,emphasizing its peculiar occupation. It is a new city, planned and built back in 1970s, after the inundation of the old city, due to construction of a hydroelectric plant by “Centrais Energéticas de Minas Gerais (CEMIG)”. Counted on public and modern equipment, houses and neighborhood, to shelter five times more people that used to live in the old city. However, now in 20s, a city whit approximately eighteen thousand inhabitants, contains the same occupation issues that is present in others Brazilian cities, which had a diverse process of urbanization, and did not count with the planning nor infrastructure that São Simão did. In order to face the problem of the irregular occupation of the urban land, recent studies show the importance of the information to apply land regularization measures. The detailed analysis of data beyond occupied areas e its inhabitants go against the idea that irregular occupation is only a problem of omission caused by inefficiency of the state, affecting the poorest.
