Dissertação (Mestrado Profissional em Desenvolvimento Regional) - Centro Universitário Alves Faria, 2024https://repositorio.unialfa.com.br/handle/123456789/397This dissertation constitutes part of the research line "Education and Regional Development" of the Professional Master's Program in Regional Development at Alves Faria University Center (Unialfa). The research is justified because, according to 2023 data from the CNJ, there is a low level of education among the more than 800,000 prisoners in Brazil. In Goiás, more than 20,000 inmates are in this situation. With recidivism reaching 35% in 2021, it is crucial to adopt measures to mitigate criminality. Prison education emerges as an essential tool for the rehabilitation of inmates and to benefit society as a whole. In this regard, the study aims to answer the question of how the alignment between legal regulations, educational public policy, and effective practice occurs in the provision of prison education in Aparecida de Goiânia, and how this influences the guarantee of the prisoners' right to education in their process of social reintegration. The general objective of the study is to analyze the provision of prison education in Aparecida de Goiânia, examining how legal regulations, educational public policy, and effective practice are aligned to ensure the prisoners' right to education, aiming to understand the challenges and opportunities to enhance the social reintegration process of inmates. The study also has the following specific objectives: to catalog perspectives on the reality of the Brazilian prison system, focusing on the main problems, in order to identify the primary challenges encountered in the provision of prison education as a fundamental human right; to survey and investigate prison education practices and their interactions with resocialization and possible relationship with development; to identify and analyze educational practices in the Aparecida de Goiânia Prison Complex, and how the alignment between current legislation, public policy, and effective practice occurs in guaranteeing the prisoners' right to education in their process of social reintegration. The theoretical framework of this research draws on the contributions of various authors, including Argos (2020), Freire (1981), Foucault (1987), Julião (2009), Onofre (2013), and Silva (2022). Methodologically, the approach was qualitative-quantitative, exploratory-descriptive, with two complementary research modalities: bibliographical and documentary. The study revealed significant gaps between legal regulations, educational policies, and their practical implementation regarding the provision of prison education in Aparecida de Goiânia. Although there have been advances in legislation, public policy, and its practical implementation continue to neglect prisoners' fundamental human right to education. This seriously compromises the rehabilitative purpose of the penalty, restricting opportunities for the effective reintegration of these individuals in the pursuit of a fairer and more egalitarian society.ptRessocializaçãoEducação prisionalSistema penitenciárioRessocialização e desenvolvimento regional: a educação prisional no município goiano de Aparecida de Goiânia
