Restorative Justice emerges as an innovative proposal that conceives crime as a rupture in human relationships, prioritizing dialogue, active accountability and damage repair. This dissertation analyzes the implementation of Restorative Justice as public policy in the municipality of Goiânia, investigating its effects on strengthening community cohesion and promoting social peace. The study adopts a qualitative approach, combining analysis of legal operators' perceptions with the experiences of participants in Peace Building Circles. The research contributes to the advancement of academic literature by specifically investigating municipal implementation of restorative practices, filling a gap in studies that often focus only on theoretical aspects or specific experiences of the judiciary system. The results demonstrate that Restorative Justice, when implemented as municipal public policy, presents significant potential to transform responses to criminal conflicts, promoting greater participant satisfaction, reduced recidivism and strengthened community bonds. The study shows that the paradigmatic change proposed by Howard Zehr can be effectively operationalized through local public policies, contributing to sustainable regional development and the construction of more humanized and participatory justice.
