Goiânia (GO), 2025. 139 f Dissertação (Mestrado Profissional em Desenvolvimento Regional) - Centro Universitário Alves Faria, 2025 - ( Dissertação )https://repositorio.unialfa.com.br/handle/123456789/633This dissertation, entitled “IDEB for regional development: a comparison between Aparecida de Goiânia and Trindade-GO”, is part of the Education and Regional Development research line and analyzes the Brazilian educational scenario, with an emphasis on the quality of education and the impact of regional development. The study takes the city of Aparecida de Goiânia as its main reference, establishing a comparison with Trindade, in order to understand the differences in educational indicators and their implications for academic training and socioeconomic growth. The Basic Education Development Index (IDEB), created by INEP in 2007, monitors the quality of education in Brazil, but for it to be truly effective, it is essential to consider the cultural context of students. It combines approval rates (Flow) and results in SAEB exams (Learning) to measure teaching efficiency and effectiveness. IDEB seeks to monitor educational progress, establish goals, promote advances and highlight inequalities, being strategic for guiding public policies, promoting equity and improving national education. Thus, this dissertation has as its main objective to understand and comprehend what educational performance is like in the period from 2017 to 2023, focusing on the municipality of Aparecida de Goiânia, in contrast to Trindade, in order to highlight the discrepancies in the quality of education, with an emphasis on IDEB, GDP, IDHM and IDHM Education. The specific objectives were to understand the historical and conceptual relevance of education, particularly in the subjects of Portuguese and mathematics in elementary school (1st and 2nd phases) and high school; to examine the evolution of evaluation mechanisms and the impact of IDEB, as a reference and to identify variation rates (IDEB/META) in Aparecida de Goiânia and Trindade. IDEB is essential for monitoring educational progress in Brazil. Through a methodological approach that combines detailed analysis of data collected from INEP with a bibliographic review based on renowned authors who discuss the quality of education and public education policies in Brazil, such as Dowbor (2020), Freire (2003), Neto (2007), Saviani (2007), Soares and Xavier (2013), Trindade (2017), among others, in addition to the analysis of quantitative data, with an emphasis on IDEB, variation rates (IDEB/META), GDP, HDI and HDI Education, the urgent need to promote improvements in the quality of education is noted. Data analysis revealed significant differences between Aparecida de Goiânia and Trindade in the Initial and Final Years of Elementary School, as well as in High School. The relationship between IDEB/META, GDP, HDI-M and HDI-Education between 2017 and 2023 shows that the quality of education does not depend solely on the volume of financial resources, but on the way in which investments are directed. This reinforces the need for strategic investments, including contextualized curricula and public policies focused on equity and inclusion, aligned with the principles of the LDB and PNDR. It is concluded that education is essential for regional development, and that investments in infrastructure, teacher training and educational technologies are fundamental for a more egalitarian future for all studentsptIDEBAparecida de GoiâniaDiferenças educacionaisO IDEB para o desenvolvimento regional : um comparativo entre Aparecida de Goiânia e Trindade-GO
