Urbanization generates significant environmental impacts, pressuring public managers to seek solutions aligned with environmental regulations and the Sustainable Development Goals (SDGs) established by the United Nations (UN) in 2015. In this context, Public–Private Partnerships (PPPs) emerge as an alternative to enable environmental and urban infrastructure projects. However, their implementation still faces regulatory, financial, and administrative challenges. This dissertation aims to analyze Public– Private Partnerships (PPPs) in promoting sustainable development, using a literature review and documentary analysis, with the Goiânia Metropolitan Park Project as its object of study. It investigates the project’s alignment with Sustainable Development Goal 17 (SDG 17), as well as the challenges of enabling collaborative governance between the public and private sectors for urban sustainability, also incorporating other examples of partnerships implemented in Brazil and worldwide. To this end, the specific objectives are as follows: to critically discuss the concept of development and sustainable development and the current development agenda—Agenda 2030 and its SDGs; to assess the alignment of PPPs with SDG 17 – Partnerships and Means of Implementation, examining how this model contributes to cooperation between the public and private sectors in the management of sustainable environmental projects; to analyze the Goiânia Metropolitan Park Project, investigating its structure, strategic guidelines, and the coherence between what the project proposes and the possible alignments or inconsistencies with SDG 17; and, finally, to contribute to the formulation of more effective public policies and contractual models by suggesting improvements in the regulation and management of PPPs in environmental projects in Brazil. The research adopts a qualitative approach through a literature review and documentary analysis on PPPs and sustainable development. The documents to be analyzed include the Goiânia Metropolitan Park Master Plan and the 2030 Agenda, especially SDG 17. The Goiânia Metropolitan Park Project will be analyzed based on its conceptual foundations, including the restoration of the water network of the Meia Ponte River Linear Park and mesoregional cooperation among Goiânia, Anápolis, and Brasília. The results will demonstrate whether the PPP in question is consistent with the principles of the 2030 Agenda and will provide a critical discussion on development and sustainable development in the urban context of Goiânia, considering legal, financial, and environmental aspects.
