Understanding Early Childhood Education as a decisive phase for human development and highlighting writing as an essential skill for the child's cognitive, linguistic and social promotion. The research examines the main challenges and opportunities in the context of the municipality. The methodology used was descriptive in nature, combining analysis of official documents, relevant legislation and a systematic review of literature and academic sources. The research showed that the effective implementation of these policies can contribute to fostering the culture of writing that is often neglected at this stage of education, as well as promoting regional development by forming more critical and engaged citizens. Despite the adversities faced, Goiânia's experience presents itself as a promising and significant example, capable of inspiring other municipalities both in Goiás and throughout Brazil. The study emphasizes the importance of well-articulated educational policies and constant investment to overcome existing barriers and promote a culture of writing in the first stage of basic education. The dissertation argues that public policies must be continually improved to ensure that writing is a relevant social practice integrated into everyday school life in Early Childhood Education and proposes directions for implementation and future research.
