Social spending measurements are considered, such as on education and health, economic and financial, as well as the average income per capita and total expenditure of the municipalities of the sample. Three clusters arise from the grouping (clustering) of these locations aiming to approach their social and distinctive realities. The Municipal Human Development Index (IDHM) is beacon of the research process for the confirmation of relative efficiency. For this, it has been used the mathematical Data Envelopment Analysis technique (DEA), in order to identify the best way to use the budget and resources available to public institutions. Classification of the most efficient municipalities provided the comparison among them and between the inputs and products identified. It was confirmed that the most efficient Goianos municipalities have the highest IDHM's. Thus, it was sought a contribution as a management tool, both for public officials and civil society, with a relative efficiency analysis model. The achieved results are to be useful to managers of federal, state and municipal levels, in promoting the development of public administration among the years of study and monitoring of a range of values which, if absent, represent the lack of action in providing services to citizens.
