Acknowledging their significant role in national economic development, the Federal Constitution of 1988 grants them preferential treatment. This study analyzes the effectiveness of benefits granted to MSEs through the changes introduced by Complementary Law No. 147/2014 to the National Statute of Micro and Small Businesses. To introduce the topic, the impact of the Brazilian government's procurement market on the economy is discussed based on the composition of the Gross Domestic Product. Studies published by the Institute of Applied Economic Research on the measurement of the public procurement market are analyzed. The challenges associated with using administrative contracts for policy implementation are also examined. Chapter three focuses on the public policies present in Brazilian government procurement legislation, with special attention to those targeting MSEs. Data on their participation in contracts across federal, state, and municipal levels is presented. Chapter four provides an overview of bidding processes in the auction modality conducted by the State of Goiás Judiciary between 2013 and 2019. This analysis aims to evaluate the effectiveness of changes introduced by Complementary Law No. 147/2014 regarding exclusive bidding for contracts below R$ 80,000 and 25% quota reservations. The results show that the advances achieved with the changes in the MSE Statute fell short of expectations. While there was an increase in the number of contracts awarded to MSEs by the Court of Justice of Goiás after 2014, the total value awarded to them did not proportionally increase. This suggests that MSEs are primarily successful in smaller contracts.ptPoder de compra governamentalmicroempresas e empresas de pequeno portepolíticas públicasO poder de compra governamental como instrumento de políticas públicas para o desenvolvimento econômico das microempresas e empresas de pequeno porte:uma análise da efetividade da Lei Complementar 147/2014 a partir das contratações do Poder Judiciário do Estado de Goiás.
