This research has as problematic as the educational public policies promoted by the state of Maranhão, together with the management model for the conduction of the prison policies established by the National Penitentiary Department (DEPEN) and the State Plan of Education for Persons Deprived of Liberty and Egressed of Maranhão – promoted by the Education Department of Maranhão (SEDUC-MA) and the State Department of Penitentiary Administration (SEAP) –, contribute to guaranteeing the right to education for inmates of the Imperatriz Prison Resocialization Unit (MA), in the 2021-2022 period, as a preponderant factor for social reintegration. Resocialization is seen as a mission of the prison system, since the Brazilian legal system assigns a dual purpose to the penalty: repairing the damage caused to society by criminal conduct and, at the same time, favoring the recovery of the offender (resocialization). The general objective of this research was to analyze the guarantee of the right to education, in the period 2021-2022, in the Prison Unit for Resocialization of Imperatriz (MA) (UPRI), as a condition for achieving the resocialization of people deprived of liberty in the face of development regional. It is noteworthy that the study has the specific objectives of describing the resocialization function of the Brazilian punitive system and the normative bases that guide the execution of the sentence in Brazil and regional development; analyze public policies and the management model that guide the prison system; and carry out a diagnosis of the educational activities promoted at the Imperatriz/MA Prison Resocialization Unit, describing the general profile of the prison population and information regarding the guarantee of the rights to education and elements considered fundamental in the resocialization process. To give theoretical support to the development of the present work, the teachings of, among others, Amaral (2014), Beccaria (2006), Bitencourt (2017), Argos Gumbowsky (2020) were used. The research was carried out with a qualitative approach, with an exploratory and descriptive objective, and the procedures used were bibliographical, documental, statistical and field research. The conclusions denote that the figures presented regarding the role of the state of Maranhão in educational activities within the penitentiaries of Maranhão do not express the true reality in prison, especially in the municipality of Imperatriz. Greater proximity between the State Secretariat for Penitentiary Administration (SEAP) and the prison unit in the interior of the State is essential, especially in the allocation of resources for the maintenance of activities.
