In this sense, seeking to evaluate municipal management, the research has posed the following problem question: Did the resources applied in education, elementary school, and health by the public management of the 141 municipalities of Mato Grosso been applied efficiently? In order to obtain such an answer, it was adopted as a general objective of the investigation to evaluate the quality of the public expenditures of the municipalities of Mato Grosso in the areas of education, elementary school, and health. The specific objectives of the study were: to identify the performance indicators of public services provided by each municipality in the areas of education, elementary school, (122 municipalities), and health (141 municipalities); to calculate the expenditure quality index; to analyze the relative performance of each municipality and to verify the occurrence of quality gains in expenditures during the investigation period, from 2009 to 2015 for education, elementary school, and from 2008 to 2016 for health. For that, a methodology with a descriptive bias was used, considering bibliographical and documentary research, with quantitative approach to analyze secondary data obtained in public sites. The valid sample corresponded to 141 municipalities for Health Public Expenditure Quality Index, and 122 for Education, out of 141 municipalities that make up the state of Mato Grosso. The results showed that the quality of public expenditure in the municipalities of Mato Grosso is mostly inefficient in education, elementary school, in which 53% of municipalities in 2015 had an unsatisfactory performance; and efficient in health, covering 52% of municipalities with good performance in 2016. It was also identified a worsening in the quality of public expenditure on education, elementary education, in 52% of municipalities during the period investigated, and an improvement in health function over the period, in 52% of municipalities.ptEficiênciaQualidade do gasto públicoServiços públicos.Qualidade dos gastos públicos em educação e saúde nos municípios Mato-Grossenses: André Mobiglia Mesquita
