Dissertação (Mestrado Profissional em Desenvolvimento Regional) - Centro Universitário Alves Faria, 2025.http://repositorio.unialfa.com.br/handle/123456789/819This research analyzes the effectiveness of the affirmative actions recently adopted by the Court of Justice of the State of Goiás (TJGO) to address the underrepresentation of women in leadership positions within the judiciary. It is argued that gender inequality constitutes a historically structured phenomenon, whose origins date back to the patriarchal civilizational model imposed during the colonial period, which confined women to the domestic sphere and excluded their contributions from productive and decision-making arenas. Even after the expansion of women’s access to legal careers, the presence of female judges in higher positions of power and decision-making remains limited by naturalized symbolic, cultural, and institutional barriers that reinforce stereotypes and perpetuate gender and power hierarchies within justice systems, as analyzed by Carole Pateman, Silvia Federici, Joan Scott and Pierre Bourdieu. In this context, the study investigates the extent to which Resolutions No. 525/2023 of the National Council of Justice (CNJ) and No. 247/2024 of the TJGO are capable of fulfilling their purposes of overcoming these obstacles, promoting gender equality as proposed by SDG 5. Therefore, based on the concepts of social research, the study adopts an interdisciplinary, exploratory-applied approach, anchored in feminist epistemologies and complex thought (Harding, 1996; Minayo, 2016; Morin, 1983). It employs bibliographic review, documentary analysis, and qualitative and quantitative data collection on the gender profile of the judiciary in Goiás, aiming to analyze historically and theoretically the gender inequalities in legal professions and to articulate female representativeness, social justice, and regional development. As theoretical references, the study draws on authors who reflect on gender, the justice system, and the influence of capital on development — such as Maria Glória Bonelli, Nancy Fraser, Carol Gilligan, Miriam Olsson and Beatriz Kohen — with the regional development perspectives of Silvia Rivera Cusicanqui and Arturo Escobar. Based on Laurence Bardin’s principles of content analysis, it was possible to critically examine the aforementioned resolutions, contributing to the debate on the democratization of the judiciary, the promotion of gender parity, and the consolidation of a plural, inclusive justice committed to republican ideals.
