Dissertação (Mestrado Profissional em Desenvolvimento Regional) - Centro Universitário Alves Faria, 2025.http://repositorio.unialfa.com.br/handle/123456789/817This dissertation, linked to the research line Public Policies and Regional Development of the Professional Master’s Program in Regional Development at Centro Universitário Alves Faria (UNIALFA), analyzes the challenges faced by the Judiciary of Goiás in the pursuit of jurisdictional excellence, focusing on the balance between investments in professional training—especially of Court Officers—and in digital technologies such as artificial intelligence, and their effects on regional development. The research focused on writs related to Legal Aid, given their representativeness and direct impact on the volume of State-funded judicial orders. The methodology involved requests for data from the Department of Statistics and Information Technology of the TJGO and from the Directorate of the Writs Management Office, in addition to on-site monitoring of a Court Officer’s routine for 90 days, covering the period from 2020 to July 2024. The findings reveal that the mismatch between technological acceleration in cognitive phases and stagnation in the enforcement stage transfers bottlenecks to Court Officers, reduces jurisdictional effectiveness, and generates legal uncertainty. It was also found that simple logistical adjustments, such as georeferenced routing based on the Travelling Salesman Problem, can generate significant savings in travel, time, and fuel, with positive effects on urban mobility and carbon emission reduction. The analysis was articulated with CNJ’s Goal 9 and the UN’s SDG 16, reinforcing the importance of effective, accessible, and sustainable institutions. As a contribution, the study proposes an integrated model of procedural intelligence and highlights social initiatives of the TJGO, such as digital inclusion projects in traditional communities, exemplified by the Kalunga Community, which strengthen the Judiciary’s role as an agent of regional development.ptCapacitação profissionalInteligência artificialExcelência jurisdicionalOficiais de justiça
