The study presents an overview of Early Childhood Education in Brazil and in Goiânia, highlighting historical milestones, public policies, organizational structure, challenges faced by the Municipal Education Network, and the evolution of early childhood care. Through a literature review including authors such as Kramer, Vygotsky, Barbosa, Guimarães, and Damasceno, among others, the research analyzes how the availability of places in educational units contributes to the cognitive, social, emotional, and cultural development of children, while also promoting family participation—particularly that of women—in the labor market, fostering economic autonomy and greater social equity. The dissertation shows that the shortage of places, the limited proximity of units to households, and the non-compliance with the maximum number of children per class, as established by the Municipal Education Council, constitute significant obstacles to quality, universal, and equitable access to Early Childhood Education.
