Dissertação (Mestrado Profissional em Desenvolvimento Regional) - Centro Universitário Alves Faria, 2023.http://repositorio.unialfa.com.br/handle/123456789/145This dissertation is the result of studies that are part of the research line Public Policies, Productive Arrangements (clusters), Territory and Regional Development of the Professional Master's Program in Regional Development of the Centro Universitário Alves Faria (UNIALFA), and investigates the functionalities of the Gov.Br Platform and others through which conglomerate access is offered to the user to digital public services, through a unique and integrated digital authentication environment at all levels, either by the Union, by the State of Goiás or by the Municipality of Araguapaz/GO, above all in the last eight years, specifically focusing on services provided to the citizens of Araguapaz and deepening its relevance for social development. If taken into account that bringing the citizen closer to the structures that define the various social dynamics, experiences and social contexts becomes indispensable in these times and that this leads to more effective means of resolving everyday situations, so it is possible to state that making the intended procedures more efficient and effective promotes results, facilitates obligations and unlocks requirements in everyone's activities, thus digital access to the public service is indispensable for administrative efficiency today. If the legal measures observed in the formalities become more viable and without unnecessary influxes, then these issues will reflect on local development. Bureaucratization and other discretionary elements in Public Administration make digital access to the public service difficult and compromise administrative efficiency in its relationship between access and digital technologies and their consequent availability to citizens. It is in this sense and this is the general objective of this dissertation: to resolve this problem by analyzing the structure and functionalities of the Gov.Br Platform, through which conglomerate access is offered to the user of digital public services, through a unique and integrated digital authentication environment to all services offered virtually to the user by the Union, its interconnection with state and municipal services, specifically focusing on the services provided by the municipality of Araguapaz to its residents. This deepening will be possible by understanding the transformations of the State and electronic government; by investigating why digital access to the public service is so necessary for administrative efficiency today; by identifying the main challenges to be faced in the adoption of digital technologies in the public service, such as the lack of infrastructure, the digital divide and information security; and by proposing solutions to overcome challenges, promoting digital inclusion and local development, based on the expansion of infrastructure, developing public policies for digital inclusion. This is an empirically based research made possible by field research with an applied character and theoretical foundation, through normative sources (Constitution, Decrees and Laws) and data extracted from scientific and institutional documents of governments and international organizations, such as the United Nations (UN), Organization for Economic Cooperation and Development (OECD) and others, in addition to monitoring and evaluation panels of government websites, especially Gov.Br itself and the National Confederation of Municipalities (CNM ), as well as the historical phases of Brazilian public administration, its innovation through new practices. In short, this dissertation highlights a need: a Digital Government (GD) in which the citizen expects a counterpart equal to their needs, so the Public Administration needs to find better ways, healthier means and ways that promote the social development advocated by law fundamental to good administration. Therefore, the perspective is to present the Digital Government (GD) as a solution and enablement of a demand from society and how this new way of presenting itself as a government can contribute to a more democratic access, a less unequal social development and favorable to the general development and guarantor of sustainable means of action and provision of services.ptGoverno digitalInclusão digitalAcesso à informação
