The research, structured through three interconnected articles, adopts a qualitative approach that combines specialized literature, institutional documents, and normative acts, as well as empirical observation of how the RegularizAÇÃO Program has been implemented in the daily routines of the Goiás judiciary. The first article investigates how Reurb goes beyond the notion of mere formal legalization, demonstrating its capacity to generate social, urbanistic, and symbolic effects that transcend the scope of property registration. The second article revisits the debate on regional development by examining how judicial practices themselves intertwine with broader discussions on territorial justice and the guidelines of the United Nations 2030 Agenda. This perspective reveals that certain judicial initiatives assume a role that surpasses the traditional conception of justice. The third article, with a practical orientation, analyzes the RegularizAÇÃO Program, highlighting concrete results in the incorporation of informal areas into urban planning, while also identifying administrative obstacles, weakly integrated routines, and operational limitations that hinder the program’s fluidity and require continuous adjustments. In conclusion, the text shows that the Court of Justice of Goiás has begun to fulfill its institutional mission through innovative means that extend beyond adjudication, influencing territorial organization and access to rights.
