Lack of access to land or irregular occupation can lead to various social, economic and environmental problems, such as legal insecurity, lack of access to public services, limitations in socioeconomic development and land conflicts. Access to land allows people to use it productively, whether for agriculture, industry, commerce and housing, encouraging investment, food production, job creation, encouraging entrepreneurship, which contributes to economic growth. Land can also be a source of wealth and heritage for people, enabling the accumulation of capital, the improvement of living conditions, thus ensuring social development. When people have access to land for housing, there are improvements in living conditions, access to basic services, such as drinking water, sanitation, health, education, contributing to the reduction of poverty, inequality and social exclusion. Taking into account the analysis of such facts, this work presents as its area of concentration regional development, in the line of research on public policies, productive arrangements (clusters) and territory, problematizing the forms of occupation, the profile of the occupants, and whether Would land regularization present itself as a viable solution to overcome this situation? As a general objective, we will seek to study the problems of irregular occupations that border the Araguaia River, located in the municipality of São Miguel do Araguaia, especially in the location known as Barreira da Benvinda, in Goiás, to this end, we will specifically intend to analyze the process of formation of cities and discussion about access to land and the city, highlighting the relationship between development and natural resources; reflect on the urbanization process and the connection with the increase in irregular occupations, whether motivated by economic factors or not, ultimately seeking to highlight Reurb as an excellent option for resolving such problems. The study also highlights the relationship between Reurb and the social function of urban property as instruments for promoting human dignity. The promulgation of the City Statute - Law nº 10,257 (BRASIL, 2001) is a historic milestone in urban organization, the result of the struggles of less favored social classes. Currently, these classes have the support of another legislation, Law No. 13,465 (BRASIL, 2017), which seeks to regulate both urban and rural land regularization. Land appropriation, private property, and access to the city and nature are issues that involve the phenomenon of irregular, inadequate or clandestine occupations, which are a frequent problem in the country and also in Goiás.
