Based on a bibliographic and documentary review, the investigation discussed national normative frameworks and implementation challenges, highlighting that school inclusion is not limited to enrollment but depends on conditions of permanence, participation, and learning. It was found that, despite legal advances and increased enrollment, territorial inequalities, infrastructure limitations, weaknesses in teacher training, and discontinuities in institutional support persist. At the municipal level, the scarcity of systematized records and local research stood out as a relevant finding, interpreted as an indicator of weak monitoring and planning, with impacts on the effectiveness of inclusive policies. The discussion was anchored in Milton Santos to understand development as a territorial and citizen process, in which technology can expand rights or reproduce inequalities. Additionally, the UN 2030 Agenda was used, especially SDGs 4, 10, 11, and 16, to connect the micro (municipality) to the macro (global commitments), arguing that educational inclusion is an integral part of the sustainable development agenda.
