It also realizes a theoretical review about the history of outsourcing beyond the time, approaching concept, characteristics and its place in Public Administration. The methodology adopted was the apply research, qualitative, exploratory, bibliographic and documental, based on bibliographic references and pertinent law, as well as analysis of process, documents and questionnaires applied to technical-administrative staff of IF Goiano, who works as managers and supervisors of contracts.
