Dissertação (Mestrado Profissional em Desenvolvimento Regional) - Centro Universitário Alves Faria, 2026http://repositorio.unialfa.com.br/handle/123456789/791This dissertation analyzes the implications of reading and writing competence in the Portuguese language, in articulation with Libras and linguistic accessibility, in the processes of access, permanence, and professional participation of deaf individuals, considering their developments for regional development in Goiânia, Goiás.Organized in article format, the research builds an analytical path that begins with the theoretical, legal, and linguistic foundations of bilingual education and written Portuguese as a second language; advances to the discussion of communicational, institutional, and organizational barriers that affect the participation of deaf people in the labor environment; and deepens the analysis of accessibility, training, and inclusion practices necessary to expand their productive presence. Methodologically, this is a qualitative investigation of bibliographic and documentary nature, based on academic productions, legislation, and official documents related to deafness, bilingual education, accessibility, labor inclusion, and regional development. The bibliographic and documentary analysis indicates that competence in reading and writing in Portuguese, when articulated with Brazilian Sign Language (Libras) and linguistic accessibility, favors the understanding of institutional documents, internal regulations, selection processes, professional communications, and organizational routines.
