The National Biofuels Policy translates Brazil's climate commitments into a sophisticated mechanism of economic regulation that combines energy security with decarbonization. Instead of direct subsidies, the program operates as a market-based business development policy, using annual emission reduction targets, certification of biofuel carbon intensity, and the issuance of Decarbonization Credits (CBIOs), which function as an instrument of state intervention in the economy to correct environmental externalities. The smaller the carbon footprint of the biofuel, the more credits are generated, stimulating continuous efficiency gains and technological innovation. By the end of 2024, the trading of more than one hundred and forty-seven million CBIOs avoided an equivalent volume of carbon dioxide, consolidating Brazil as an international reference in energy transition. In addition to reducing emissions, the program attracts private investment, strengthens the sugarcane energy chain, reduces dependence on petroleum derivatives, and creates rural jobs, while also potentially increasing the value of low-carbon exports. Challenges of price volatility and coordination with other low-carbon pathways persist, requiring dynamic governance to preserve regulatory predictability and enhance long-term socio-environmental benefits.
