Historically structured under the inquisitorial paradigm of the 1941 Code of Criminal Procedure, the Brazilian criminal legal system began to demand, following the 1988 Federal Constitution, the consolidation of the adversarial system and the strengthening of fundamental guarantees; in this context, the introduction of the Judge of Guarantees by Law No. 13,964/2019 sought to ensure judicial impartiality through the functional division between the investigative and trial phases. The research had as its general objective to understand the implementation of the Judge of Guarantees in the TJ-GO from the standpoint of SDG 16, unfolding into the following specific objectives: a) to examine the historical and normative evolution of criminal jurisdiction in Brazil, identifying the transition from the neo-inquisitorial model to the adversarial system and the role of the functional separation in preserving fundamental procedural guarantees and judicial impartiality; b) to articulate the multidimensional concept of human development and the 2030 Agenda with judicial services, building a theoretical-methodological system of indicators aimed at measuring the alignment of the Court's installation norms with the goals of equal access to justice and effective institutional governance; and c) to apply such indicators to the normative acts of the TJ-GO and to the guidelines of the National Council of Justice (CNJ), empirically investigating whether the bureaucratic reorganization and the regionalization of the Guarantee Courts (Varas das Garantias) enabled territorial equalization or deepened the socioeconomic asymmetries among the judicial districts (comarcas) in the interior of the State. Within this research design, the study sought to answer the following question: to what extent does the implementation of the Judge of Guarantees in the Court of Justice of the State of Goiás conform to the parameters of equal access to justice and institutional effectiveness established by SDG 16 of the 2030 Agenda? To this end, a qualitative approach of a descriptive and exploratory nature was adopted, supported by the document analysis method, applied to a corpus of normative acts issued by the CNJ and the TJ-GO in the 2024-2025 biennium. The results revealed an asymmetric pattern between the two SDG 16 axes examined: the TJ-GO consistently met the parameters of institutional effectiveness under SDG 16.6, chiefly through the rationalization of public resources and the definition of administrative workflows, but only partially met, or failed to meet, the parameters of equal access to justice under SDG 16.3, reproducing, in the geographic concentration of the Guarantee Nucleus (Núcleo das Garantias) within the Goiânia-Anápolis-Aparecida de Goiânia axis, regional asymmetries already identified in the literature on Goiás's territorial development. The study also found an absence of mechanisms directed at the structure of the Public Defender's Office, at compensating economic disparities among litigants, and at institutional accountability for deadlines, which revealed the limits of the reform from the standpoint of equal access to justiceptJuiz de garantiasSistema acusatórioAgenda 2030Desenvolvimento regionalO juiz de garantias e o desenvolvimento : análise da implementação no Tribunal de Justiça do Estado de Goiás à luz da Agenda 2030 da ONU
