In this context, the present dissertation, structured as a collection of articles, is based on an analysis of the actions of the Court of Justice of the State of Goiás in the design of judicial policies and their impacts on access to justice, legal certainty, citizenship, and the promotion of the Democratic Rule of Law, considering that these concepts operate as drivers of regional development. To this end, grounded in critical bibliographic review and documentary analysis, legal and political theories, institutional documents, internal regulations, and reports on the implementation of judicial programs were examined, with special attention to the “Mais Justiça” (More Justice) program developed by the Goiás Court. The texts address both conceptual aspects and empirical evidence concerning the role of the Judiciary in reducing territorial inequalities. Accordingly, the first article identifies a shift in the institutional role of the Court of Justice of the State of Goiás, which begins to act legitimately in the formulation of public policies aimed at expanding access to justice. The second article proposes a theoretical reconfiguration of the concept of regional development based on effective citizenship and justice as structuring values, linking this new perspective to the 2030 Agenda of the United Nations. The third article, grounded in empirical research, analyzes the Mais Justiça Program through the Strengths, Weaknesses, Opportunities, and Threats (SWOT) Matrix. This public policy analysis methodology, when applied under the criterion of regional development, goes beyond merely normative or formalistic readings and incorporates a structural and territorialized perspective of institutional action. It thus makes it possible to observe, in practice, how certain internal aspects contribute to the program’s performance, while external factors directly influence its outcomes. The diagnosis produced by the matrix also helps to identify what is already consolidated and to outline possible paths to expand its scope and improve its initiatives. The dissertation concludes that the Judiciary can establish itself as a strategic actor in the field of justice-related public policies, provided that it is institutionally equipped and politically committed to social transformation and to overcoming regional inequalities.
