Dissertação (Mestrado Profissional em Desenvolvimento Regional) - Centro Universitário Alves Faria, 2026.http://repositorio.unialfa.com.br/handle/123456789/756This dissertation was developed within the scope of the Stricto Sensu Postgraduate Program in Regional Development at the Alves Faria University Center (UNIALFA), linked to the Professional Master's Program in Regional Development (MDR), in the Public Policy Research Line. It starts from the understanding that telework, intensified in the context of the COVID-19 pandemic, constitutes a complex social phenomenon whose effects extend beyond the productive dimension and impact living conditions, the organization of territories, and the environment. The research topic is telework in Brazil, with the analysis focusing on its historical constitution, its legal-institutional regulation, and its psychosocial and environmental impacts before and after the COVID-19 pandemic. The research problem consists of understanding how telework was configured in Brazil during this period and what its main psychosocial and environmental impacts are in the context of regional development. The general objective was to analyze telework considering its historical constitution, its legal-institutional regulation, and its psychosocial and environmental effects, in light of regional development. From a methodological point of view, this is a bibliographic and documentary research, with a qualitative, analytical and descriptive approach. The bibliographic survey was carried out in the CAPES Periodicals Portal, CAPES Thesis and Dissertation Catalog and Brazilian Digital Library of Theses and Dissertations (BDTD) databases. The sources analyzed include books, scientific articles, labor legislation, institutional reports and official data, with emphasis on information from IBGE, the International Labour Organization (ILO) and the Organisation for Economic Co-operation and Development (OECD). The procedures involved systematic reading, categorization by analytical axes and interpretative analysis of the selected materials, considering the time frame before, during and after the pandemic. The analysis was structured in three main axes: (i) the historical, economic and legal-institutional constitution of telework in Brazil; (ii) the psychosocial impacts, with emphasis on mental health, the intensification of the workday and the overlap between professional and domestic life; (iii) the environmental and territorial impacts related to urban mobility, energy consumption, and regional infrastructure inequalities. The research also systematizes the intersections between the psychosocial and environmental dimensions through an analytical matrix oriented towards the principles of sustainable regional development. The results indicate that telework, although frequently associated with discourses of modernization and sustainability, presents ambiguous and unevenly distributed effects across Brazilian territory, highlighting the need for public policies and institutional strategies that consider, in an integrated way, the human, environmental, and regional limits of contemporary workptSaude ocupacionalRegulação laboralPandemiaTrabalho remoto - TeletrabalhoO teletrabalho no Brasil : impactos psicossociais e ambientais antes e após a pandemia de COVID-19
