The problem situation consists of analyzing how the third axis of the PBSM has been applied, which is productive inclusion, since the publication of Decree Law 7249/2011, which regulates the constitutional principles of human dignity, poverty reduction and enshrine free enterprise. The methodology adopted is bibliographic research, with documentary analysis. The research results showed that from the collection of articles, books and other research, they point to a positive scenario between the years 2011 and 2016 (Dilma Government), with a significant improvement in the living conditions of those most in need. From that point on, in the Temer and Bolsonaro Government, in an analysis between the years 2016 and 2022, a change in budgetary investment was observed, aimed at agribusiness, accompanied by a reduction in the budget of the Brasil Sem Miséria Plan and administrative disorganization , such as the extinction of councils and the absence of popular participation, resulting in a deterioration in the effectiveness of the program. Initially, initiatives such as Bolsa Família played a crucial role in mitigating socioeconomic disparities, but the research reveals that the country needs to maintain its commitment to income generation policies and investments in development, in addition to improving monitoring to ensure that these public policies continue to reach those most in need.
