Dissertação (Mestrado Profissional em Desenvolvimento Regional) - Centro Universitário Alves Faria, 2026.http://repositorio.unialfa.com.br/handle/123456789/792This dissertation examines the provision of Professional and Technological Education (PTE) in the Federal District and its contribution to the achievement of the 2030 Agenda goals, with particular emphasis on Sustainable Development Goal 4 (SDG 4), which seeks to ensure inclusive, equitable, and quality education for all. The research is grounded in the premise that PTE serves as a strategic vector for human, social, and economic development by integrating educational policies, employability, and sustainability. The main objective is to analyze the extent to which public policies for PTE, implemented by the Secretariat of Education of the Federal District (SEEDF) between 2014 and 2024, align with the principles of the 2030 Agenda. The specific objectives include characterizing the educational and socioeconomic profile of youth in Brasília, identifying the main advances and limitations of PTE, and evaluating the coherence between local targets and global commitments to equity and sustainability. Methodologically, the study adopts a mixed qualitative and quantitative approach, based on documentary and statistical analysis, drawing on data from IBGE, INEP, and official reports. The findings indicate that, although PTE enrollments increased by 28.3% over the past decade, its overall coverage remains limited, reaching approximately 5% of the youth population aged 15 to 29. A marked decline in Youth and Adult Education (YAE) and the persistence of structural inequalities were also observed, revealing ongoing challenges related to inclusion and retention. The study concludes that consolidating PTE as an effective instrument for sustainable development requires coordinated efforts, including policies that encourage youth participation, strengthen Professional and Technological Education, promote intersectoral collaboration, and foster participatory management.
