A institucionalização do InovaJus/TJGO: dinâmicas entre estruturas formais e práticas de inovação no Tribunal de Justiça de Goiás. Goiânia (GO), 2026. 89 f. Dissertação (Mestrado Profissional em Administração) - Centro Universitário Alves Faria, 2026.http://repositorio.unialfa.com.br/handle/123456789/843This study aimed to analyze the process of institutionalization of InovaJus/TJGO, the innovation laboratory of the Court of Justice of the State of Goiás, based on the regulative, normative, and cultural-cognitive dimensions of institutionalization, identifying the tensions between formal compliance with the Innovation Management Policy, established by CNJ Resolutions nº 395/2021 and nº 521/2023, and the substantive transformation of innovation practices. The gap addressed concerns the lack of empirical evidence on how innovation laboratories become institutionalized in medium-sized courts, where uniform national guidelines coexist with historically entrenched organizational cultures. Grounded in Institutional Theory and contemporary public innovation studies, the research adopted a qualitative approach, with eight in-depth semi-structured interviews conducted between June and July 2026 with managers, magistrates, and staff of InovaJus, selected intentionally and by convenience, based on the criterion of longest tenure in the unit since its founding. The interviews, guided by a script structured around the regulative, normative, and cultural cognitive pillars, were analyzed through thematic analysis. The results revealed that the institutionalization process is advanced yet incomplete: the regulative pillar is consolidated, with formal compliance to CNJ resolutions; the normative pillar shows support from senior management, but with limits on its dissemination; and the cultural cognitive pillar remains fragile, with innovation still perceived as the exclusive responsibility of the laboratory. Loose coupling was identified between formal norms and daily routines, as well as translation mechanisms that adapt national guidelines to the local context. The research contributes to the empirical understanding of the institutionalization of innovation laboratories in medium-sized judicial organizations and to the debate on the limits and potential of national innovation policies within the Brazilian JudiciaryptLaboratórios de Inovação do Poder Judiciário Goiano (InovaJus)InstitucionalizaçãoInovação públicaTeoria InstitucionalA institucionalização do InovaJus/TJGO : dinâmicas entre estruturas formais e práticas de inovação no Tribunal de Justiça de Goiás
