This is a fundamental right that is essential to the dignity and development of human beings. However, despite its relevance and social function, its protection is limited by its conflict with other rights, particularly in the virtual environment, due to the difficulty of identifying and holding perpetrators accountable. This dissertation aimed to understand freedom of expression and hate speech in a virtual envir onment. To this end, it addresses freedom of expression as a fundamental right; analyzes hate speech in a virtual environment; and discusses the relationship between freedom of expression and hate speech, seeking to understand whether the relationship betw een hate speech and freedom of expression is harmonious or conflicting. The method used in the development of the article was dialectical argumentative, using extensive bibliographical research carried out in articles and doctrines on the topic addressed, in addition to documentary research, which was carried out in the jurisprudence pertinent to the topic addressed, allowing us to conclude that freedom of expression is essential for democracy, but must be balanced with the need to protect individuals and g roups from hate speech, especially in the virtual environment.
