O impacto do PNAE na agricultura familiar e cooperativa: um estudo sobre alimentação escolar e desenvolvimento regional. Goiânia (GO), 2024. 80 f. Dissertação (Mestrado Profissional em Desenvolvimento Regional) - Centro Universitário Alves Faria, 2024.http://repositorio.unialfa.com.br/handle/123456789/447This research focuses on school nutrition, addressing hunger and food sovereignty as fundamental issues for social well-being. The study examines food types and their nutritional value through the National School Feeding Program (PNAE), a program established to alleviate hunger in Brazilian public schools, and its impact on supporting family farming. Instituted in 1940 and refined over the years, PNAE mandates that at least 30% of the National Education Development Fund (FNDE) revenue be allocated to purchasing products from cooperatives of small family farmers. The research, based on Yin's (2001) method of Holistic Single Case Study - Type 1, aims to analyze how family farming contributes, through cooperatives, to the distribution of food for the school meals at Colégio Estadual Jardim Vila Boa, located in Goiânia (GO). It employs a multimodal approach for data collection, including theoretical analysis from authors such as Altieri (2012) and Castro (1984), using multiple sources of evidence to triangulate the data. Document analysis involved researching sources such as the Extract for Rural Family Enterprises, Public Call 004/2023, to select the cooperative supplying food to the Colégio Estadual Jardim Vila Boa, as well as Law 11.326 of 2006, which establishes guidelines for the National Policy for Family Farming and Rural Family Enterprises. The research also mapped the region occupied by the Cooperativa Mista dos Agricultores Familiares Assentados do Centro-Oeste (COOPACO), which provided food for the school in the first semester of 2024. The nutritional table of the food offered by PNAE was analyzed to provide data on the nutritional quality of these foods, using the Dietary Guidelines for the Brazilian Population (2014). The results reveal that family farming plays a significant role in producing basic foods consumed internally in Brazil, in contrast to patronal farming and agribusiness, which are more export-oriented. The research also highlights the importance of public policies, such as PRONAF, in strengthening family farming, promoting economic, social, and environmental sustainability. The inclusion of cooperatives in food distribution for school meals has generated direct employment and improved the quality of life for rural families, supporting their continued presence in the countryside. The research offers a new perspective on school nutrition, showing that the National School Feeding Program (PNAE) does much more than just provide meals; it acts as a catalyst for strengthening family farming and promoting regional sustainable development. The analysis of the Cooperativa Mista dos Agricultores Familiares Assentados do CentroOeste (COOPACO) illustrates how cooperativism not only supports sustainable agricultural practices but also revitalizes rural communities, driving regional development and social justice.
