Situated within an interdisciplinary Graduate Program in Regional Development, the study articulates institutional, socio-environmental and territorial dimensions in examining policies for the disposal of closed case files. The three courts were selected because they combine distinct federative realities, unequal management capacities and different stages of institutionalization of records management policy. The research is guided by the question: how do these courts organize the disposal of physical case files in conformity with the guidelines of the National Council of Justice, and how is this practice related to institutional sustainability, regional development, and the 2030 Agenda? The general objective is to compare disposal practices of closed case files in the Courts of Justice of Maranhão, Minas Gerais and Goiás, assessing their adherence to CNJ Resolution No. 324/2020 and their alignment with circular economy principles, regional development, and the guidelines of the 2030 Agenda. Specific objectives include: identifying and analyzing internal norms and routines of records management; collecting and systematizing data on volumes discarded, partnerships with recycling cooperatives, transparency mechanisms and degree of institutionalization; and relating these elements to CNJ Resolution No. 324/2020, SDGs 12 and 16, and to the Brazilian Charter for Smart Cities. Methodologically, the research adopts a qualitative and comparative design, using a multiple-case study based on documentary analysis of resolutions, records management plans, disposal notices, socioenvironmental reports, institutional diagnostics such as PRONAME and statistical series, organized according to the IS-Agenda2030 methodology. The results indicate three distinct situations: in the Court of Justice of Minas Gerais, records management is in an advanced stage of institutionalization, with regular disposal routines, recorded socio-environmental indicators and stable partnerships with cooperatives; in Goiás, the policy is in a consolidation phase, with progress in traceability, internal regulation and expansion of partnerships; and, in Maranhão, practices remain incipient, with recent normative frameworks and weaker integration into sustainability programs. The study concludes that when records management is articulated with environmental, territorial and inclusive-development criteria, it ceases to be a merely archival function and becomes part of the regional development agenda, by freeing built areas, reducing waste, generating income in local recycling chains and reinforcing institutional transparency. The final considerations advocate for the definition of minimum national parameters for records disposal in the Brazilian Judiciary, aligned with the 2030 Agenda, in order to reduce regional disparities and strengthen the role of courts as public agents committed to sustainability.ptGestão documentalEconomia circularPoder JudiciárioDesenvolvimento sustentável e gestão documental no poder judiciário : um estudo comparativo entre três tribunais estaduais
