The research examines the relationship between the Democratic State of Law, citizenship and the Public Defender's Office, exploring its impacton social justice and regional development. Based on theorists such as Bobbio, Cappelletti, Garth, Watanabe, Marshall and Sen, the study analyzes the challenges of the Public Defender's Office in the implementation of fundamental rights. Considering access to justice as na essential right, the collection highlights the strategic role of the Public Defender's Office in social inclusion and the protection of individual rights. This dissertation seekstoanswerthe central question: how does the Public Defender's Office contribute to Access to justice and the construction of the Rule of Law in Braziland Tocantins, from the perspective of regional development? To this end, it investigates its institutional evolution, regional disparities, the challenges for universalizing free legal assistance, and the impacts of Constitutional Amendment No. 80/2014. Using a qualitative approach, basedon a bibliographic review and documentary analysis, the study highlights the need to strengthen the Public Defender's Office and formulate public policies that guarantee democratic access to justice, promoting social equityand regional development.
