Through a qualitative and documentary approach, the study analyzes how the clarity and transparency of official messages not only informed but also mobilized society during a critical public health moment. Based on theories of public communication and regional development, the work introduces the concept of "social vaccine": the idea that well-transmitted information can immunize the population against misinformation and strengthen trust in institutions.
