Dissertação (Mestrado Profissional em Desenvolvimento Regional) - Centro Universitário Alves Faria, 2026.http://repositorio.unialfa.com.br/handle/123456789/840Conducted within the Professional Master's Program in Regional Development at Centro Universitário Alves Faria (UNIALFA), in the research line Education, Human Capital and Regional Development, this study examines the extent to which the formal qualifications of the teaching staff are associated with educational performance in a small peripheral municipality, taking the case of Porteirão, in the state of Goiás, Brazil, between 2013 and 2023. Drawing on a retrospective panel of teacher qualifications in the municipal and state school systems, Spearman's rank correlation coefficient was applied to the proportions of teachers holding undergraduate and postgraduate degrees and the Basic Education Development Index (Ideb) across three stages of basic education. The results show steady progress in teacher credentials, with undergraduate degrees becoming universal and lato sensu postgraduate qualifications advancing, alongside five consecutive two-year cycles of stagnation in postgraduate qualifications within the state system. The strongest correlations were found between undergraduate qualifications and Ideb scores in the final years of elementary education (rs = 0.828) and between postgraduate qualifications and Ideb scores in the early years (rs = 0.795), although neither reached statistical significance under the exact permutation test, the appropriate procedure given the length of the series and the presence of tied ranks. Read through the regional development theories of Myrdal, Hirschman and Sen, the findings suggest that teacher qualifications constitute a strategic territorial capability whose advancement depends both on the mobilization of endogenous resources and on overcoming the structural constraints placed on peripheral municipalities.ptDesempenho educacionalFormação docenteÍndice de Desenvolvimento da Educação Básica (Ideb)Desenvolvimento regional
