Dissertação (Mestrado Profissional em Desenvolvimento Regional) - Centro Universitário Alves Faria, 2026http://repositorio.unialfa.com.br/handle/123456789/741The dissertation entitled “Access to Justice, Paternity Recognition, and Regional Development: A Collection of Articles Related to the Pai Presente Program in Goiás” is composed of scientific papers that address the issue of paternal absence from the civil registry of children and adolescents, a condition that compromises the exercise of fundamental rights and the formation of family and community bonds. The investigation is guided by the following question: how is paternity recognition promoted by the Pai Presente Program understood in relation to regional development, the strengthening of citizenship, and the reduction of social and family vulnerability in the State of Goiás? The main objective is to analyze the Pai Presente Program as a social action directed at vulnerable contexts, examining the extent to which paternity recognition contributes to the promotion of citizenship and to regional development in Goiás. In this regard, the study seeks to understand the legal and social concept of responsible parenthood and to evaluate the implementation of the program by the Court of Justice of the State of Goiás. The analyses draw on authors such as Cappelletti and Garth (1978), who address access to justice as an essential instrument for the realization of rights; Sarlet (2001), who highlights the centrality of human dignity; Sen (1999), who conceives development as the expansion of substantive freedoms; and Bobbio (2004), who discusses the historicity and necessary effectiveness of fundamental rights in the context of public policies. The research adopts a qualitative, descriptive, and exploratory approach. The bibliographic and documentary review encompasses key theoretical references, as well as an examination of legislation, judicial provisions, and statistical data provided by the Court of Justice of Goiás and the National Council of Justice. The results indicate that strengthening responsible parenthood, along with expanding access to justice, constitutes a relevant vector for sustainable and inclusive regional development, fostering active citizenship, reducing social inequalities, and reinforcing human dignity.
