To this end, it evaluates the provisions of Law 15.068/2024 in relation to the promotion and regulation of solidarity enterprises, identifying their potential impacts on legal certainty and economic inclusion; examines the adequacy of the National System of Solidarity Economy, proposed by Law 15.068/2024, to consolidate the sector in line with the principles of social justice and free competition; and investigates how the incentives provided for in Law 15.068/2024, such as access to credit, training and qualification, can promote the competitiveness of solidarity enterprises. Regarding the methodology, the research is conducted through interdisciplinary studies, bibliographical and documentary references to understand and evolve the Solidarity Economy in Brazil, as well as its main difficulties and strategies, based on the main authors on the subject. Once the scope of action in the legal field has been defined, the deductive method is used through deontic modals to define regulation, in accordance with article 170, and State intervention in the economic domain, in accordance with article 174 of the Federal Constitution. Based on the approach taken, it is clear that Law 15.068/2024 presents provisions that seek to strengthen the solidarity economy as a relevant sector, offering instruments of promotion and protection aimed at its inclusion in the competitive market. Furthermore, the implementation of a National System of Solidarity Economy, as provided for in this legislation, can establish a support structure for solidarity enterprises, increasing their chances of economic sustainability.
