Dissertação (Mestrado Profissional em Desenvolvimento Regional) - Centro Universitário Alves Faria, 2025.http://repositorio.unialfa.com.br/handle/123456789/738This dissertation analyzes how the implementation of Artificial Intelligence (AI) tools in the Court of Justice of the State of Goiás (TJGO) has transformed the functioning of the Judiciary and generated impacts on regional development. The study starts from the context of the digital transformation driven by the CNJ's Justice 4.0 Program, the update of Resolution No. 332/2020, and State Complementary Law (LCE) No. 205/2025, which create ethical, technical, and algorithmic governance guidelines for the use of AI in the public sector. These milestones reinforce that AI has ceased to be experimental and has become a strategic component for efficiency, transparency, and institutional innovation. The work highlights that Goiás has become a national reference by developing, in partnership with UFG and FUNAPE, tools such as Berna, focused on jurisprudential search in natural language, and AGAIA, used for assisted drafting of minutes. The TJGO has expanded its institutional capacity for technological analysis and governance. These initiatives have transformed the court into a "living laboratory" of innovation, whose experience has been replicated in other states. In the theoretical field, the research articulates concepts of regional development, technological innovation, and public governance. The research recognizes AI as a vector for state modernization, with the potential to expand access to justice, reduce processing times, increase productivity, and strengthen legal security – essential factors for boosting local economies. Methodologically, the study uses document analysis, secondary data from the CNJ (National Council of Justice), and historical series from the TJGO (Court of Justice of Goiás) considering the pre-AI (2009-2019) and post-AI (2020-2025) periods, comparing performance before and after the adoption of AI. The results show significant improvements in indicators such as productivity, number of decisions, processing time, and volume of closed cases, in addition to the expansion of digital initiatives such as the PJe (Electronic Judicial Process), the Virtual Helpdesk, and modules of Justice 4.0. The research also engages with national findings that indicate great interest among magistrates and staff in the use of generative AI and in training for the safe use of these tools. It is concluded that AI in the TJGO (Court of Justice of Goiás) promotes operational gains and contributes to Sustainable Development Goal 16: effective, accountable, and inclusive institutions. By increasing procedural speed and the predictability of decisions, automation reduces transaction costs, stimulates investment, and strengthens trust in the judicial system, indicating direct impacts on regional development. The study emphasizes, however, that the adoption of AI requires ethical governance, multi-sectoral participation, transparency, continuous auditing, and humanistic training, otherwise it risks widening inequalities and compromising fundamental rightsptInteligência Artificial (IA)Tribunal de Justiça do Estado de Goiás (TJGO)AGAIA - Assistente para Geração Automática com Inteligência ArtificialO uso da inteligência artificial na justiça goiana e seus impactos no desenvolvimento regional
