The purpose for this quest was to investigate the performance of the Goias State Audit Court (TCE/GO) about educational publics policies established in the State Education Plan (PEE/GO) found by State Law n. 18.969, of July 22, 2015. Sought, yet, analyze the legal bases that subsidize the contemporary sense of public politics from the concept of material democracy, fundamental rights, fundamental right to good public administration and consequently for the system of outward control pratice by the TCE/GO, based on efficiency principle and focus on results, in order to put in evidence the external control of public educational policies far beyond a mere exame of agreement of public spending. It is about a inquiry quantitative-qualitative, based on empirical and interlocution theoretical body, through normative sources and extracted data from some administrative processes of TCE /GO. In order to verticalize the studies, data were collected exclusively from the financial years of 2015, 2016 and 2017. As a theoretical support for the quest, was used the lessons of Bucci (2008 and 2013), Castro (2015), Ramos (2015), Freitas (2007 and 2014), Iocken (2014 and 2018), Lima (2010), Muñoz (2012), Pase e Brilhante (2015) and Valle (2011), among others. It was analyzed the right to education, their concept and legal nature, as well the organization of national education up until the study of National Education Plan (PNE), especially the PEE /GO, whose public educational policies were defined as the object for this research . The organizational structure and attributions of the TCE/GO, as well as the types of processes and their respective objects and criteria were demonstrated, in order to provide an analysis regarding the processes in progress in this Court of Accounts in relation to public educational policies instituted by the PEE/GO. The premises developed in this study a better understanding of structuring concepts functions of the TCE/GO in control of public educational policies previse in the PEE/GO, in role of Goias State which are related to regional development in view of the realization for the principles and fundamental goals of Federative Republic of Brazil, towards the consolidation of substantial democracy and the realization of the fundamental right to good administration, and indicated that the current activity carried out by this Court of Accounts falls short of its possibilities and in disarray with the protagonism that the system of external control played by TCs can reach, towards the contemporary sense of public politics.ptPolíticas públicasTribunal de contas do estado de Goiás (TCE/GO)Plano estadual de educação
