By evolving the former Cities Future Index (IFC), this work introduces an unprecedented approach that integrates the international standards ISO 37120, 37122, and 37123 with the well-being indicators of the Social Progress Index (SPI). This restructuring aims to fill critical gaps in previous models—such as low social sensitivity and the lack of resilience metrics—ensuring that regional development in Goiás is monitored through the lenses of sustainability and intra-municipal equity, fully aligned with the Sustainable Development Goals (SDG) of the 2030 Agenda. To sustain this transition, the methodology adopts a mixed-method approach structured in five phases, starting from an in-depth bibliographic review and a critical analysis of global indices to select a priority set of 64 indicators. This screening process prioritizes the official status and traceability of data, requiring a minimum coverage of 80% to ensure the reliability of the diagnosis. Technical validation applies Cronbach's Alpha Coefficient to ensure internal consistency and Ordinary Least Squares (OLS) Regression to quantify the real statistical relevance of each of the seven thematic axes, overcoming the fragility of simple average weightings. The results culminate in the creation of a robust framework, operationalized by a Business Intelligence Dashboard that instrumentalizes strategic decision-making. The development considered rigorous VIF tests to avoid multicollinearity, ensuring a lasting planning instrument.
