Dissertação (Mestrado Profissional em Direito Constitucional Econômico) - Centro Universitário Alves Faria, 2023.http://repositorio.unialfa.com.br/handle/123456789/203The present work is about the analysis of the universalization of electric energy, through the "Light for All" program that was instituted by Decree nº4.873, of November 11, 2003, as a public policy, taking into consideration the economic and social development factor of Brazil, in attention to the constitutional principles of the economic order, set forth in article 170 of the Federal Constitution of 1988, in the period from 2003 to 2019. The hypothesis starts from the premise that the electrification public policies are achieving the objectives foreseen by the economic order, specifically with the implementation of the "Light for All" program. For the verification of the hypothesis, we explored the conceptual analysis of the economic constitutional principles of human dignity and the reduction of regional and social inequalities; we scrutinized the Explanatory Memorandum No. 85/MME, which proposed the issuance of the Decree for the institution of the public policy of the National Program of Universalization of Access to and Use of Electric Energy, examining the theoretical basis as to the projects indicated as priorities for the program's attendance. The methodology adopted included legislative, bibliographical, documental and statistical research. The results pointed out in the research demonstrate that the attendance in electric energy to the part of the population of the Brazilian rural area that still does not have access to this public service, is in accordance with the possibility of social and economic development, with consequent improvement in the quality of life of the citizens, bringing dignified life to the rural man and fomenting the permanence and local and regional development. However, with base in the data of the Demographic Census made available by the IBGE, it is subtracted that still exist more than half million permanent particular domiciles in Brazil, in situation declared rural, without access to electric energy.ptPrograma luz para todosDignidade humanaDesenvolvimento rural
